Can be any of those. Useses include:
GPS (for sat nav)
Phone
DAB radio
SDARS radio (US only)

I'm sure i read somewhere they have quite a big aerodynamic benifit as well, works with the lip at the top of the rear window to stop the car oscilating up and down at high speeds (watch an old 90's car on the motorway, they bounce up and down).

On Audi's they are for the factory fit phone kit. No idea about other makes.
