He told the inquiry that the Blair government had fewer Cabinet meetings than his immediate predecessors, including Lady Thatcher, and his successors as prime ministers because he took a "certain view" about what could be achieved through collective decisions

Truly shocking, and it goes on to infer un-minuted meetings / informal groups where the real discussions and decisions were taken.

This isn't bad corporate governance at a greedy conglomerate - this is supposed to be the workings of a democracy - but democracy was obviously an incumberance to doing business in an "effective" manner...
