I need to set up a basic website that is responsive (i.e. good for tablets and phones). there wont be much on the site such as commerce etc so I'm just after a basic service.
so, can anyone give me a step by step guide to buying / registering a name and any decent free or cheap places to build and host the site?
All the places I have looked seem to offer free website building / hosting, and then when you try to get them they add on lots of costs!!

I've never tried a free hosting package, but in theory Wordpress.com offers a good version of this.
Otherwise, hosting can be very cheap.
I often recommend www.tsohost.co.uk who start at £14.99 a year and it's excellent for that price.
Then you would need to install Wordpress (a couple of clicks), then you could use one of the standard themes which are responsive.
For example, Wordpress comes with this theme https://twentyfifteendemo.wordpress.com/
There are lots of other free Wordpress themes, but you have to be a little canny when looking. It's almost a victim of it's own success as there are thousands to choose between.
To complete a theme you usually just need a logo, and fill out a few details and then you can start entering content.
I have a site on a free host, it's been there 5 or 6 years now and apart from a
weekend th email server was ****ed[I got the mail on the monday] it's been fine. The domain was with supanames, until they were taken over by 123reg. 123reg
put up the hosting prices, so I moved it to 000webhost.com.
I also have a domain and website on Forthosting, I bought a 2 year package on ebay for 99p. It's been faultless, and I have renewed it since. I messed up the mysql I put on page one night, Alex answered my question and told me where I had gone wrong withing an hour or so, that was late at night!
