So if I have a lens that's 42mm focal length and can focus down to 20cm distance, or a 150mm lens that focuses down to 90cm, which one will make the bigger picture of say, a flower, where I am free to shoot from any distance?

Is there a formula to calculate the effective size?

No wait - it's 50mm isn't it, since a 50mm lens = 1:1

yarp, that's right 50mm is 1:1 on a traditional 35mm camera or full frame DSLR.

F- focal length is the 42mm and 150mm that you refer to in your op
