My mother is still sorting though boxes after a move and found this.

It looks a bit like a tool I have for securing freshly glued tips onto snooker cues.
It's for fixing tagging rings to baby robins. Obviously.

It's 6" long from the top of the handle to the end.
the 'but plug' as deadlydarcy puts it seem to fit in to the device.
Tap/hosepipe fitting thing may be what it is..
