We've just moved into a new place, in a fairly urban area, with (I hope) fairly new lines...
BT line installed, O2 broadband set up, yet painfully slow speeds achieved...
Lots of online checkers confirmed it at only half a meg (paying for 8...)
Last night I had a realisation that I hadn't fitted a filter to the phone line downstairs, the one the actual phone's plugged into, so this am I popped a filter in, and low and behold the speed has quadrupled to 2 meg! OK, it's not the 8 i'm paying for, but it's just a heads up that if anyone out there is experiencing slow speeds, really do make sure there is a filter on ALL devices plugged into the phone sockets!
DrP
Advice for ADSL is normally to put a filter in every socket, even those with no devices fitted.
I still wouldn't be happy paying for 8M and only getting 2M.
the other thing worth doing is removing the faceplate from your master socket and trying the modem connected directly into the test socket.
I did this and got a huge speed boost (from unreliable 2mbit to solid 4.5mbit) . Turns out the numpties who built my flat had wired the phone lines incorrectly. After I redid it, I get the faster speed from any socket in the flat.
Not ADSL but our 10mb VirginMedia service gives about 4.5Mb/s.
Brother has same as you & gets about the same as yours.
For my Orange broadband (8mb) i get around 4.5 and sometimes 6, depending on the server where you test it.
No problems here:

ADSL2+ so in theory, 20+ Mb/s
Oi! That was only 51mkb/s a minute ago.
Try an IPlate (clicky), improved my sync speed from just over 4Mbs to just over 6Mbs. Well worth a try for £8
Filters dont need to be fitted to every socket, only ones with equipment plugged in. Using a phone without a filter will just disconnect the broadband.
The iplate is only any use if you have fitted internal extension wiring, otherwise its not needed.
Speeds of 8Mbps are virtually unachievable unless you live in the exchange!
The speed is dependant on the quality of the copper line and the length of the line from the exchange.
Also its a good idea to keep your router on even if you're not using it.

Though most people pay for "up to 8Mb".
you should try a 3 broadband payg wiget.at the moment my average is 13kbps.£25 for 7gb.it's a joke.(but i cannot afford a broadband phone line/do not have a dd account.)
Are you guys just trying to piss me off?
I get 1.8mb and have done for the past three months when BT 'upgraded' my the exchange. They do admit there is a fault and it due to be fixed 10th July and the exchange given a further upgrade before March 2010.
Deep sigh
Mine speeds up a bit at this time of night!

I'm paying for 10mbs from Virgin media, I'd say thats spot on 😉
If you find the speed degrading, and want to improve it to as fast as it can go, i've been told to turn off the router for 30mins every 4 hours, for a few days, to regrade the line from the exchange.
Had to do this whem my missus d/loaded an entire tv series in one night and we got our speed capped for a while afterwards.
