Can my old man assign my device the republic of Ireland as a sky go or does it not cross borders?

A mate has done it the other way round ie. used his brother's RoI account on an iPad here in the UK.

Don't know the answer to your question but you can always remove geo-blocks with a cheap VPN for a couple of quid a month.
