Would I be right in assuming that blind persons who have a guide dog are exempt from cleaning up after the dog has done a numero deux?

Just curious. I am not trying to funny or clever.

What if a blind person with IBS gets caught short, is he exempt from mopping up his mishap ?

from what i see in the local woods, any runners claiming ibs dont feel the need to clear up

maybe there are a lot of blind runners round here
