Should I only offer int'l shipping if they pay by paypal gift?

Should I only offer int'l shipping if they pay by paypal gift?
No! I asked about this one fairly recently (Thailand by any chance?) Even if they pay by PP Gift, if they've funded that by credit card they can still charge back when the goods "didn't turn up"
