Our new house has a security light that seems to have a residual glow after it has gone out. Is this normal for what I assume is a halogen bulb?

Anyone else have a security light that does this or is my new house going to explode?

If it's glowing (and not rapidly getting darker) for more than a couple of seconds its probably fubar. Faulty relay in the PIR would be my (non-expert) guess.

Or is it one of those with the dim function? Some have a 'standby' low light (and you can set the brightness on the unit).
