For any Rawtenstall/Rossendale people RBC are looking to expand New Hall Hey business park onto greenbelt. This is effectively the section from Groundwork/Hardmans mill down to KSteels. Nice riverside walk enjoyed by everyone and no need for another huge grey bland industrial building.
Plenty of people have ridden this footpath as it links upto the Rawtenstall/KSteels/Irwell Riverside path to Irwell Vale and beyond.
If anyone can sign it - would be appreciated.

It's a bit closer to Rawtenstall - just down from Hardmans Mill on the same side, a small grassy section with a steel kissing gate at the end near Holme Manor but ultimately leads into KSteels -> Irwell side-> Irwell Vale. Pretty much the only offroad link between Rawtenstall and Ramsbottom.
No doubt the footpath would remain but the number of times Ive watched deer in the field there or the Heron fishing in the river compared to having a massive grey box like the one being built now......

Is pretty shocking, but Rossendale really attracts low quality councillors and officials. Labour are a joke, the conservatives are an absent opposition more interested in stopping people being chased for dog fouling and the usual"more parking" than scrutiny of the mounting scandals and financial exposure

you believe there are higher rights and are exercising them. Until the status of the public right of way is settled at a public inquiry you will continue to do so.

That's because RBC have signed up in Rossendale Together. They are the delivery partner of their development strategy.
The real question is who owns the risks, I suspect RBC are signing off on significant development risk without anyone really being aware. The development of Futures Park is classic, £1.5 million for a new nursery. Everyone knows the sector is run on a shoestring, the government 30 hours free scheme stresses any financial model so how does it add up?
RBC continually evidences bad choices. The scandalous empty homes scheme is testament to that, then the multiple changes in the “spinning point” (sic) development. The costs of consultants and architects fees for that debacle alone beggars belief. Local democracy is subject to who puts their hands up to stand, skill sets and business acumen appear to be way down the list.

Bit like the ridiculous plans they are pushing for Bacup when they can't even demolish a mill properly after it partly collapsed by itself. Bacup doesn't need a complete revamp of the market, just the remove the old Barclays building andvooen up the centre.
RBC has a long history of wasting millions on speculative projects they never deliver.
