Recommend me soft HMI/SCADA screen mock-up software

I have to issue a functional design specification before the PLC software and HMI screens have been generated.

Is there any software that would enable me to mock-up these screens for inclusion?

I'll need to produce graphical pressure gauges, histograms for temp, humidity, gas PPMs etc.

Word 365 would be awful for this.

Any free or cheap-ish packages I could consider?
