Going to do a bit of guerilla planting on the verge outside my house.
It needs to not grow too tall but have its branches above head height when it does branch out.
They have planted cherry trees further up the road but I've been told the roots wreck the pavement.

Not for any of the reasons you're asking, but because they keep witches at bay - thats important!
I guess the council don't mind cutting the grass around the trees? Plant whatever you want with a short root stock. Cherry will only possibly start to be an issue decades down the line. Cherry are some of the most ornamental trees for such areas. Acer, magnolia, rowan, broom and birch.
It's got to fit here if that helps.
