Looking at an eBay purchase from Turkey. (New item) Has anyone experience if I will be liable for import duty/tax etc? If so what is the likely cost on a £500 item?

Yes you will afaik, as its outside the EU. Check how its being sent though as I think import costs might be included in the shipping cost if it's coming by eBay's global shipping program.

How do you pay for the tax/vat? Are you billed after receipt or are the goods held until I cough up?

The courier company will manage the payment for VAT/tax etc plus their £25 admin fee.
