I know GIMP is free and Photoshop Elements does most of what people need to do with their photos but for those that want / need full Photoshop Adobe are doing a special offer for full Photoshop AND Lightroom 5 together for £8.78 p/m inc vat for 12 months.
Smashing deal that in my opinion - didn't check whether it restricts commercial use as I don't use it commercially!
If the included Lightroom is for the programme file and not just for Creative Cloud access its probably a good deal as Lightroom is £71 to buy. So effectively you would get Photoshop Creative cloud access for one year for £35 and if you decided to stop payments after one year then you'd still have Lightroom. If it doesn't include a permanent license to Lightroom I wouldn't bother as you'd then have to pay whatever they put the monthly price up to continue to use the software.
I saw the LR5 offer which is what led me to this.
Value very much depends on whether you need full Photoshop or not given that the usual cost for PS alone is around £18 p/m.
I don't *need* PS but it will be useful and given that come a year's time no doubt we will be on LR6 it still seems a good deal to me...
What happens after 12 months?
You cancel or it goes to the prevailing rate at the time.
Given you can no longer buy a perpetual license to Photoshop and *have* to get it via Creative Cloud this is not so much of an issue.
As UTD points out you can still buy LR5 as a standalone product so if you only need LR then that may be the preferable route to take.
So you cant just buy photoshop outright.....

To be honest lightroom does well but for layers and adding text going to look for photoshop
After the year whats the expected cost per month
£18ish p/m at current prices.
I have worked out that a subscription for 5 years will cost about the same as CS6 + Lightroom if you were to buy them both as boxed products.
Bear in mind though with CC you get all the updates and upgrades as well as Behance Prosite and 20gb of storage which gives you a professional looking portfolio hosting space.
