actually, it contains a small portion of the Torah - Jewish Scriptures - and is worn by certain Jews who give a very literalist interpretation of a passage which speaks about 'having the Scriptures on your forehead' or something. Other Jews assume it's a figure of speech encouraging them to commit the teachings to memory.
