Paypal using credit card to send F&F

If I use paypal to send money to my wife via friends and family, can I use my credit card, and then she can dump it in her bank account? No charges?

Would that not be a credit cash withdrawal at a bazzilionty nine percent interest or does the PayPal element classify it it a retail transaction?

I think PayPal charge you if you do f&f from a credit card
