just to check , when i send a payment it should show up in my payments sent straight away whether the other end has accepted it or not right ?
before i send payment to the same guy twice !

Not always - sometimes it takes a little longer. Usually get an email confirmation immediately though.

You'll know it's gone through correctly if, withing 24 hours, you receive a spoof PayPal email asking you to re-confirm your bank account and credit card details
Corrupt staff at PayPal sell on details of recent transactions to scammers who then generate these emails in the hope that people who've recently dealt with PayPal will be less sceptical about emails from "PayPal"
Exactly the same thing happens if you contact the UK Income tax people
