About to push the button on a holiday rental in USA and the owner wants me to pay via PayPal. Is it safe to do this (ie, would it be easy to get money back in the event things go 'stit pu' ?

As long as you don't gift it, then you should be fine. Belt and braces would be to use a credit card as the funding source through your PayPal account.
Edit: actually it would appear that cc protection doesn't work through paypal - not sure it would for overseas transactions anyway, come to think of it.
