I want to pay for something via a private sale (seller is an individual not a retailer so no chip and pin)
will I be able to pay him via pay pal with my credit card which is registered to my pay pal account

Yes, if he also has a paypal account.

Just remember to not use friends and family if it's more cash than you can afford to loose should the deal go bad. It'll cost a little more in fees though.
