I have one. They are much less barky than smaller terriers, mine and the few a I know aren't fighters.
Being a terrier they are very much a hunter and will chase anything wildlife related.
Personally I think they are brilliant dogs, very loyal, small but very robust, incredible endurance and great character.

I worry about excessive barking, digging and feistyness (if that's a word)?

Our last dog was something of a mute

I'd like a dog that could ideally walk well off lead and be great with youngish family. Ideally build up to be on its own for upto 4-5 hours just once a week (wifes in the rest of the time)

This vid is not our Russell but gives you an idea ,they can be hard work at times but very funny at others that's what you get with plenty of character.
From what you have said above i'd steer clear.
That kennel club stuff about being better behaved not so sure about that, they are trainable but do most things on their terms and some of the things that annoy you will never change , but they are loads of fun and adorable.

Oh yes walking well off lead depends on how strong the chase instinct is ,i have seen it with other Parson/Jack Russells but with ours not a chance slightest bit of movement and she's off.
