just wondering if anybody could give advice/contacts etc etc about long term (well say 1 - 3 months) canal boat hire/borrow in UK or France.

If you're looking at renting from a holiday company, its going to be mega expensive in the UK during summer. During the winter, you may well get it mega cheep, but that is an assumption based on the fact that virtually no one will want to rent one outside of may-sept.
Depending on what you want it for etc, I'd be tempted to put a wanted add up in a local marina. Plenty of people own them, but hardly ever use them.
