There isnt space to balance two new rolls on the top with empty rolls still in place.

Incorrect loading there wwaswas..
The down ( correct ) facing roll needs to be nearest the loo..so that the uppie users can be weened off over time..when the futility of over stretching causes an accident on the bathroom floor.
( the shadow on the floor indicating where the loo is )
