I am a dim wit when it comes to this sort of thing so be gentle.
It must last for at least 3 hours ,be big enough to take a 100 gb iPod and have a screen quality like an iPad.
No games will be played on it and films will be on a disc. Less than £400 .
For battery life, some models have extended battery options. Failing that, you can always carry a spare.
(Hard disk) size, you'll probably struggle to find anything sub 100Gb; 250Gb+ is commonplace.
Screen is going to be the sticking point. The iPad screen is unusual; when you say "like an iPad" do you just mean bright, glossy display?
Other than that, your question is ostensibly "I want a bike, ideally blue, must have a wheel at each end." If that's your only criteria, there are hundreds of laptops which fit the bill.
Is there a minimum I should spend?

£300 would get you a decent toshiba, lenovo, asus or acer.
All quite similar spec wise - dual core amd, 4gb memory, 500gb hard drive, 15" screen and reasonable graphics.
The toshiba one seems best - upto 6 hour battery. £299 insted £499
