[Closed] New brick garage storage. Planning permission and cost?

Looking at buying a house and of the most important things it doesn’t have a proper bike storage area. However there is a space in the bottom of the garden that could be ideal.
I’ve googled but wanted proper real world STW opinion/facts/ made up facts

obvisouly it’ll need to be a proper brick structure which electricity and the works.
It’ll be about 20-25m2.
It’s at the bottom and low down so hopefully out of sight a bit and there is an apple tree next to it.

Do I need planning permission?
Rough costs?

Sounds like it would be permitted development.
Build cost - £10-£20k in brick with tiled roof. Less in painted block work. £3k if you go sectional concrete.

Who is going to build it....you....mates....friendly builder?

Can't offer help on your local council planning rules, apart from 'Is it in a conservation area?

or in an AONB/NP, or just outside a village settlement boundary. They can all have an affect
