You can see him pocket the first deck and then return it so that's the pack swap done before it went into Penn's hand sandwich. Then I imagine he slips the picked card back into the new pack once it's been opened but before it goes to Penn's hands?

I don't think that anyone has suggested that it's magic. In fact he even says that it's just a trick...

Most 'tricks' are so easy to do when you have the right bits of gear it's laughable.
