Camera on a good, solid tripod is essential. Set your camera to low ISO (that shot is ISO 50) and smallest aperture (f22 for the lens I was using) in Aperture Priority mode (A, or Av on Canon cameras). You're basically trying to force the camera into a very slow shutter speed. 1 second or more should blur moving water but the longer the better. The best way is to use a Neutral Density (ND) filter but the decent quality ones are pricey.

After that I've processed it in Lightroom to tone down highlights, brighten shadows and add some saturation as well as a bit of a "virtual" gradient filter to brighten the foreground a wee bit.
