Do ISP throttle iplayer.? In particular the HD stuff.
I am on virgin (10 meg) and when I go to watch a program in HD it tells me I have insufficient band width, ie less than 3.5 mbps. So I have to download it. When I download it I get it a a speed of 9 mbps. WTF
Whats all that about.?
Do they throttle the live stream.?
