As far as I can see I can get a better interest rate with a Santander 123 account even after tax.
So does it make sense to move the money in to a cash ISA ?
If yes please explain.

Well in the future ISAs will get a better return so if you take one up you'll have it for future use - perhaps one day you might want to put unit trusts in it rather than cash.

Long term stocks will always beat cash, so if you put money into a tracker fund via an ISA you will be better off in 10 years time than had you saved cash.
