In short an online transaction has gone bad ways when buying goods from an individual. The guy promised a refund but has since gone quiet. I paid via a Bank transfer, I've not done this before but learnt my lesson. I have the guys name, account number and sort code. Is there anything I can do or will I have to put the money down as a lesson learnt the hard way. I'm not looking for 'Should have used paypal' from this post just some advice.

What druidh said. Let his bank know too. It might not do much good but kicking up a stink won't do any harm.
