...that can minimise your data usage by only refreshing those parts of a website that have changed since your last visit?

Just wondering like...

All browsers do that. It's called cacheing.

opera will let you switch off images - I suppose they prob all do - opera mini also compresses the stuff you browse (presumably by acting as a proxy of some sort and whilst harvestig all your personal info 😯 )

Caching will do it to some extent but will still refresh unchanged parts sometimes. How would it only refresh unchanged content without getting the content from the server to check what's changed in the first place?

Unless there's some headers I don't know about that some sites support?
