Tell him to buy a mac and get the brilliant Ringer.

Failing that he can just suck it up and buy the track he wants from the iStore and convert it to a ringtone within iTunes. Or I am sure some of the windows using brethren will offer suggestions of windows software that should do the same as Ringer.

Tried Googling... Are you sure?

It works, I tried it the other week.

yes - take a normal music file and cut it to 30s. Easiest way to do this is to choose a track in iTunes and get the info for it and set the start and end times to be 30 seconds apart. Then, open your preferences and check that the audio ripping settings are set to 128kbps stereo AAC audio.
Next, right click on the song and click on "create AAC version". This will create a new 30 second song in your library.
Now, drag your new song to a folder on your computer. You will see a file there, ending in .m4a. Rename the .m4a to .m4r. Now click on the Ringtones section of iTunes an drag the .m4r file back in there. It should appear.
Finally, sync your phone...

The cost of ringtones on iTunes is HIGH, go the allthegear route, that's what I did, or try zedge.net, save to computer and then drag to itunes ringtones folder.....

You need to ensure the Ringtones is ticked in the iTunes preference. To verify that, open iTunes and click "iTunes ยป Preferences" and make sure you are in the "General" settings and tick the box as illustrated below

Edit: doh... nick beat me to it!
