Have a 4s running iOS 5.1 (yes, yes I know!)
I want to upgrade to iOS8 when it comes out but I'm not sure how as I don't have enough space on the phone for a software upgrade.
I'm really not keen to back up to iTunes as I lost everything the last time I did that
If I back up to iCloud, delete all my photos from the phone to free up space, install the new OS, then restore from iCloud, will I end up with iOS5 again?
Not even sure the 4S will be supported by IOs 8 when it comes out - but no you should just be restoring the information onto it , not the OS, not sure how well the 4s will run ios8 tbh

Apps I need for work have stopped updating and I really want to use the iTunes sharing feature on iOS8 so I'll take the risk
Not sure why you lost everything when backing up to iTunes, personally I would look at getting the iTunes backup sorted first. I much prefer doing software updates via iTunes where the iOS (and apps) get downloaded to the computer first and then put onto the phone via the cable. Be aware that the 4S (I have one) has a history of "cooking" the WiFi chip if you do updates over it. iOS8 will be out in a month or two, we are still on iOS7
Photos can be sent to Flickr if as well if you're worried about iCloud. What did you lose last time you backed up?

Sounds about right, I think that's the date given for the WWDC event.
First off, I'd back up photos to iPhoto or Flickr, and possibly delete one or two, (or more) apps that are infrequently used, and see how much space you have available; you might be surprised.
Then do a back-up, the worst that can happen is that it goes wrong, and you have to do a factory reset. I did that, without meaning too, it just meant I had to re-install the apps again, and that had the advantage of being a spring-clean, only downloading ones I actually used, and downloading all the music again.

I lost random stuff; lots of in-app data and some music. Not sure how it happened but I've used iCloud ever since
