program on actually reducing energy and water consumption, carbon footprint etc. I have heard that many of the new measures have not been effective or have actually increased cosumption, as schools and their staff are unable to manage the new technology effectively.

coincidentally, a friend of mine works for a firm who have recently carried out a fair bit of this work.

He informs me that the schools he has worked on are all quite efficient in terms of their energy usage....

Naturally, that's only his (the company he works for) story.

A well designed/implemented BMS package should drop electricity usage by approx 10% or so (source of data not available as i'm at home).

IMO - the public sector will only spend as little as possible, but when an 'uber corp' gets involved in putting a system in because its on the schools preferred supplier list, the exponential costs involved ramp up the price and end up costing, imo, more than it should do. As such, you get antiquated systems tied in to new ones, a system that is designed to be built to a certain budget ...

most of that is IMO ... so could be wrong!

The same applies to anything public sector tbh. champagne tastes and lemonade pockets.
