Just remember that as the 'waste holder' you have a duty of care to ensure that it (your gravel) is appropriately managed
As a householder you are exempt from strict duty of care under Epa, it's a lesser responsibility to take 'reasonable' measures. As it's inert waste then the definition of reasonable would be fairly minimal.
And it's not a waste if you put it out the front with a free to a good home sign.
