My friend is buying a house and the survey shows that some of their garden isn't theirs. It's inside their fence but apparently no one seems to own it.
Is this a huge problem?

Only if they are paying for it since the vendors can't convey it. You can use the vendor's time to help an adverse possession claim, possibly.

only if someone turns up to claim it.

If you can prove use for 25 years then you can claim squatters rights and ownership by applying to the land registry. Sussex police just did this on one of their car parks.

No such thing as squatters rights.

10(12) years for non-crown land.

They still have the right to overturn that if they can prove use/ownership. The police will have title possessory for 10 years...
