It seems Michael Heseltine has his own font.

I quite like it, but I don't know what you mean about a familiar ligature.
I think he is referring to the letters s and t on the bottom row, looks like the singletrack logo

Never liked the change to the st ligature logo. The ligature existed long before singletrack...
