Saw surgeon today, no operation yet as it doesn’t hurt and pops back in. He doesn’t like to operate unnecessarily... said come back if gets bigger or hurts

Spoke to my GP who agreed

I’m a little miffed if truth be told

Hmmm
Glad to hear it. No point in having surgery you don't need. Surgeon sounds sensible. Presume this was private sector as so quick so even more impressed they haven't listed you unnecessarily.

I wouldn't have been allowed to refer you on the NHS.

I'm a GP.
Where I work we have a list of conditions and procedures deemed "of low clinical vslue" (aka waste of taxpayers' money). Asymptomatic groin hernia is on the list. I'm sure the same is replicated across the country.
We are financially penalised if we refer too many of these conditions. See also all the recent stuff about gp peer review of referrals in the press.
I did post a link to the guidelines that commissioners (that hold the purse strings) are asked to follow by NHS England on your original post. Not sure if you read it.
It seems the private sector agrees which is reassuring
.
