I still don't really understand the question though, how can you ban them from being developed? Ban AI completely, ban improving battery technology?

Strikes me that as soon as these things become useful for other applications then anyone will be able to create a drone and sufficiently weaponize it.

Seems like an exercise in futility?

I know, I’ve been reading his books more or less since Skynet was set up! Since [i]Neuromancer[/i] was published, in fact. He’s given up writing SF, he can’t keep ahead of the speed the tech is developing, trouble is, the djinn are well and truly out of the bottle now, and once the idea of using ‘AI’ to take over the control of an autonomous weapon has been postulated, then someone, somewhere, will be playing around with it, regardless of any ban that might be put in place; after all, there’s an international ban on the testing and proliferation of nuclear weapons: how’s that working out in NK?

It's not really a ban, just a treaty some have sign up to, so voluntary rather than an actual ban..

But the video does raise a serious point. It is a matter of time till we start adding full autonomy to weapon systems.

I believe the current Reapers can fly autonomously and can identify potential targets, but they still require human authorisation to fire. For now.

From that BusinessInsider article:

For its part, the United States has internal directives circumscribing the use of autonomous and semi-autonomous weapons. Among the provisions: humans must have the final say on the use of force; autonomous weapons must not target humans; and they can only attack targets that humans have specified. However, the directive has a “pull date” of Nov. 21, 2022, unless a new administration modifies or renews it.

Any bets on whether Trump would be keen to renew a directive that limits his military?
