USDA issued its first order for raisins in 1949 after a production spike in order to avoid a price drop.
So actually, traditionally the purchase has been to help farmers to keep prices up to try to avoid financial difficulties rather than stealing food from them

Maybe not... But it's still a kinda interesting story don't you think? It's got human interest, legal tangles, it's got seemingly unintended consequences, and it doesn't seem like anyone's actually out to do wrong- it's not the state setting out to be thieves, it's the state setting out to something practical and useful for farmers but then it drifting over 60 years and going wrong in a way the lawmakers would never have guessed. I'm intrigued to see how it turns out, though I guess I will never know.
Of course, it's not an example of the US acting like Stalin's collectivist Russia, which possibly makes it more interesting ๐
