My 2005 Ford Mondeo has a steering wobble (not vibration) but only at very slow speeds ie less than 20mph. If you take your hands off the wheel it will move up and down 3 or 4 degrees left to right, but the car remains perfectly straight etc.
All Fords I have owned have done this to some degree after a couple of years or so, but this is getting worse. Any ideas? I've tried googling but not come up with much.

On my fiesta this was apparently caused by worn out suspension bushings
Check for eggs in tyres. If it's not wheel or tyre related it must be suspension or driveshaft related. My celica does this now that I've flatspotted an alloy on a pothole.
Check tyres first, pressures, condition......
