It's part of the sighting mechanism - that's a gun barrel.
A diaphragm would have, well, a diaphragm; and would essentially block the pipe. That looks like a flange gasket.
Looks to me like a flange , there might be a blanking plate fitted in the pipe at present and the flange replaces it when it's not required
to be blanked.
yup, as nicholas says. Pipe must be shut in.
EDIT: btw the flanges are the bits at the end of the two pipes.
