I dunno, that strikes me as a fair midpoint of "sportsmanship" between the teams, fair play and mutual agreement rather than "you will do this/that". Avoids complaints and appeals later if they can say "well, you agreed to it!"

Anyway - Max should have had this championship tied up long ago. It shouldn’t be on a knife edge with 2 races to go.

As I understand it, if the race hadn't been stopped, race control would have said "give the place back or we'll refer it to the stewards". So if Red Bull had said "no thanks" the stewards would have intervened and potentially forced them to or apply a penalty
But why offer it - there’s a rule book! Follow it! And tell teams what is happening - be better off with Del Boy in charge if this is the way ‘deals’ are done.

I think as the other poster mentioned, by convention the drivers get a chance to give the place back prior to the stewards getting involved. I've never heard anything like that during a red flag however.

Hamilton swapped to medium at the first restart I think. He’d already done hard under the safety car.
Verstappen put hards on for the first restart as he’d only used mediums.
But a RB in clear air on mediums or a Merc in dirty air on hards - which uses tyres faster?
Hamilton has to keep enough pressure on now to burn through Max's tyres.
