The article doesn't appear to mention "explosives found on planes" only "suspicious packages".
Many suspicious looking packages don't actually contain explosives.
Here's an example of a whole lot of [i]extremely suspicious[/i] looking packages, which didn't, as it turns out, contain any explosives :

Sending explosives through the post - why disguise them as anything else?

The worry there isn't that a bomb goes off on board but they try to fly it into a building. If they try and fly it into a building the jets will shoot it down, like the third plane in the states.
But how would he get in the plane in the first place, maybe posing as some eastern homosexual shag doll i guess...
