We're thinking of putting a shower in a utility room, however wiring regs suggest that we couldn't fit a regular socket in that room as its smaller than 3m square. Would I be be allowed the shower if I used IP66 rated sockets?
The appliances would be in Zone 2, could they be hardwired in?

Even IP rated ones.
Partially, the danger is due to trailing mains leads and appliances that may get wet.
Hardwired appliances in the zones, then maybe. The appliances have to be suitable for their environment. I would argue that few appliances are suitable for use in a room less than 3m square that may well get very damp due to moisture in the air, or water leakage onto the floor.
I would refuse to install such outlets. Others who are less aware of their responsibilities may do it without a second thought.
