How often in everyone’s experience do those eBay money off codes come out? Some purchases I’d like to make and I missed the last time round.

Impossible to say really.
At the moment, Argos have 10% off their eBay store till the end of the day. As do Demon Tweeks.

Think the 20% off everything code is only once a year.

Not even once a year. I think there's been 3 in the last 5 years or so.
