Is this guy being sarcastic?

I'm writing to him about a car he has for sale, but I'm not sure if he's being an arse

I'd written him 3 emails which were ignored. On the fourth one I mentioned that I'd been trying unsuccessfully to contact him. He replied with

Che cosa vuoi sapere sulla Giulia? [/b]

Then I asked him about the condition of the car:

[b]La auto è in ottime condizioni, meccaniche e carrozzeria.

Prezzo non trattabile. Solo ritiro.

Pagamento TOTALE alla consegna.

Non si spedisce. Non si accettano pagamenti “strani”.

No perditempo/truffatori.[/b]

Then I wanted to know his location-

[b]Come scritto nell' annuncio l' auto è a Portogruaro...[/b]

The advert actually states the car is in Cordovado

I've used google translate, and I've asked my Mum who speaks a bit of Italian

I can't work out if he's being difficult, if so I don't really want to buy a car from him

well, according to google, his opening gambit is

So I would say he's mad...

It was the bone thing that initially confused me

After Mum saw it she said it's a strange thing to say, and thought maybe it was something off

and then the .... after he states it says in the advert it's in Portogruaro, which it doesn't

If I wrote someone an email offering them money for whatever they're selling I would expect a reply.
If I got no reply I wouldn't then bother to send another 2 emails. But that's just me.
The reply seems reasonable enough based on that translation.
If you have any doubt then don't bother. I'm very sure you will find another car.

There is a spelling mistake in his first line.
He means:
Hello, how can I help? What would you like to know about the Giulia.

The rest is as you've translated re the location and as Mosey states above.

Maybe he simply means he is not dealing with "overseas buyers".
According to Google Maps, Portogruaro and Cordovado are 5 miles apart.

He probably thinks you are a time waster as you are a "Straniero" foreigner. I live in Italy, will be happy to call him if you need more info..
