PDF and print. They are around 10 pages for each. I,ve got illustrator but don't like it much.

What's wrong with doing them in Word? Use styles and cross references to make it easier.

I use Word, that way if I die, anyone can pick them up and edit. Basic style sheet and style guide - a damn good looking one mind you - people make things too complicated. The tool of choice in the profession still seems to be Framemaker. I can do that too, but a lot of it is protectiveness... 'We are so smart, you couldn't possibly understand what we do with your inferior Office software.' I distribute in PDF.

I used Broadvision QuickSilver to produce our operation and maintenance manuals. Very powerful and can publish to PDF, XML etc..

More suited to large book-like manuals though TBH.

I think Word > PDF would be the best option for your needs.
