No ideas about regional accents, not from here, but was listening to a local presenter on the radio this morning, and struck by how similar his voice was to Partridge's. is there an accent in his voice, or is it neutral?

All voices have accents, there's no such thing as a "neutral" accent.

Supposed to be Norfolk - but as with lots of Coogan its Lancashire, surely.

I'd say it was more of a radio DJ accent than a regional one.

If you listen to/read his autobiography, on the advice of Lynham he increases the nasality of his voice, it's pure DJ.
