Exactly what the **** is there to consult on?

If you're going to ban something, there are likely to be some people who will try and work around the law. So if you are serious about it, consulting on what forms it can take, avoiding loopholes, making any ban effective and the penalties reasonable could be a good step.
If that's what they do. With this lot, you never know.
Eeerr just make it illegal.. like GBH, ABH etc you cant say well i am a Mormon Minister and the book of bollocks says i can beat my wife?
So what would the consultation look like?
" so Mr Mormon you want to mentally abuse an individual because they like the same gender"
"Yes"
"Could you limit it to Sundays?"
"Yes"
"Ok"
I imagine there is a consultation because there are nuances in what is and isn't conversion therapy
If a member of a congregation goes to their minister and I have these thoughts that I'm not comfortable with regards my sexuality or gender, can the minister talk to them without breaking the law...
It's a difficult subject to legislate for yet something needs to be done about the worst practices.
